Disneyland question, I think i know the answer but i want to make sure.

My family goes every year to WDW as vacation club members, this year we missed Captain Jack at the halloween party by 4 people. Is it true they do them in disneyland all the time? I am seeing yes and no answers. We might plan to go out there next year.

My kids (and myself) really want to get his autograph and pic. Any info is much appreciated thanks.
