Ignoring the fact that Disney would never build here due to the cold, I have designed a Minnesota Disney Park. After lots of farmland and a bit of low-value commercial-zoned land is purchased, the gate could be built in the city of Plymouth.
There would be two parks at first, Disneyland Park (aka. The Magic Kingdom) and Epcot. Both parks will be constructed at the same time, with Epcot opening a month after Disneyland Park.

Ever thought about doing an indoor park? Winters in Minnesota can be quite brutal (I have a bunch of family members who live in Minnesota, where I heard about Winter there) BTW, the Mall of America has Camp Snoopy-- a quite innovative and versatile theme park, which can operate year round in all sorts of weather! Not such if something on the scale of a Disney park would work, but you might want to consider making at least park of this park indoors. Just a suggestion and my two cents!
