Wasn't this just a pro-forma confirmation of their first vote, which is required by law?

That would mean they already went through the process of hearing from the community. Made their decision. And reconfirmed it this week.

And this meeting was scheduled without any knowledge of an incoming hurricane. There was no last minute gathering while people were distracted.
