actually universal has been owned by the theme park people who own it since at least the 60s. that is how old the park is in california. it originally was just a backstage tram tour, that grew into what we know today as universal parks around the world.
The Disney-MGM Studios was born out of Eisner seeing the plans for Universal Studios Florida when Universal pitched a partnership to Paramount Pictures. Universal continued looking for financial partners and when Disney moved forward with a studio park, they too looked for a content partner, which they would find in MGM. Universal did consider pitching a Disney-Universal Studios. This is not as crazy as it sounds. At the time, both Disney and Universal were looking at these as production facilities first and themes parks second. It is still not uncommon for studios to film at a facility owned by another studios. Disney routinely films at Universal Studios Hollywood, including such hits as the Pirates of Caribbean films.
