You will soon be able to. However as that is over a year away it is possible that restrictions could be lifted before that time.

If you have resort reservations and park tickets linked in your MDE account you should be able to book tomorrow, Monday, June 22, 2020.
If you’re asking when you think you’ll need to book so that there will be availability, right now nobody knows. Could be Monday. Could be the week before you arrive.

The bigger question is why August 2021. The 50th anniversary is in October onwards. Book October.

With respect to booking, things nowadays change so fast and constantly. Maybe wait till the parks open first, see how things are doing whether successful or not, see if vaccines are gonna be readily available sooner than expected etc.

The 50th Anniversary promotion was actually planned to begin late Spring 2021 with a large marketing blitz/campaign and run two summers into 2022. However, with covid causing many alterations well into 2021, we may see many changes regarding pre-covid plans.

No harm in booking now if you have everything “set” in MDE.
You can always change things nearer the time.
That said, I sincerely hope that they are not necessary by then.

Booking as far out as Sept 2021 is to keep Disney’s “promise” that those with existing reservations get first dibs. I would expect that going forward, new booking might revert to a booking window similar to FPs ie: 60 days ahead for onsite, 30 days ahead for offsite.

I could of course be wrong! But I really hope this crazy situation ends after the initial booking period.
