Have been to Vegas and NY the past year and have seen Disney Characters at each. In some cases, Vegas especially, they sit off to the side with head gear off and drinking. How does Disney let them get away with this infringement??

If I remember right, years ago the "copyright" on their characters ran out in the sense of being able to be used on merchandise etc. Or rather a different sort was put in place that allowed use with permission I guess? That was why suddenly you could find Mickey t-shirts at those local cheapo souvenir shops in Florida. Now that said, I'd think there is still something in place regarding use of them for things like what you described but guess not?

They choose their battles. I imagine Disney sees the dirty, nasty lookalike characters on the Vegas strip as very little threat to their image. Only the most feeble minded would be walking down the strip and actually think a Disney character was panhandling.
Now, if someone were to put up a Vegas show, starring these characters, the lawyers would issue Cease and Desist orders in a split second.
