We are booked for our rescheduled honeymoon next Sept at POFQ and were wondered if it is still possible to dine on other sites/resorts? With Disney only offering the dining credit it would be good to dine in difference environment a couple of times rather than pay at a premium rate in a premium restaurant every night

Yes, you can still dine at any restaurant on property.

Youve never been restricted on dining wherever youve wanted to dine unless the reservations for what you want are booked up or the restaurants were shut down. Get on your MDE account and scroll through the entire list of choices. Theres a nice variety of dining options that can fit your budget from affordable to outlandish. And a variety of theming and tastes to match your preferences.
