If you mean for a character meal, then we would always choose Garden Grill at Epcot. If you can wait until around 2.30 - 3.30pm, then you will get LOADS of attention from the characters, because so few are dining. This even goes for the busy times like Easter and August. The waitresses also have plenty of time for you and theres no great rush to move you on. We have had some memorable afternoons in the Garden Grill.
The Garden Grill is upstairs in the Land Pavillion. We always make it a point to eat there every time we go. It's unique because the whole restaurant turns around one point. It takes about 30 minutes to do one complete revolution, and in that time, you get to see different scenes including a unique (bird's eye) view of the Listen to the Land boatride on the lower level!
Personally, though, my favorite restaurant on property is the Teppanyaki Dining Rooms in Japan - dinner is made directly at your "table" - actually a giant griddle, and you are usually seated with people you don't know - creating a unique opportunity for vacation chatting!
I don't think I could ever pick just one...I'm way too indecisive.
I think I can narrow it down to 3 though...Sci Fi Drive In (great shakes, lots of fun), San Angel Inn (awesome mixed drinks, good food, beautiful setting) & Rainforest Cafe (great food, great original mixed drinks, very cool place).
