We'll be down at the world next week and staying at Art of Animation. We're renting a car. We love the Polynesian and want to have lunch at Captain Cook's one afternoon. Are there any restrictions preventing us from going over to eat and shop for a few hours?

Yes security there can sometimes prevent anyone from parking without a table service dining reservation. You may have to park at the TTC and walk over to the Poly.

To piggy back, on OP, I'm not quite sure how to ask this...Kona is supposedly offering carry-out/mobile order.

If one is staying at Poly (or any other specific WDW hotel) is the Kona Café carry-out/mobile order option always allowed? (I'm just using Kona as an example.) Or is it only allowed some days? Does one make a reservation or is it just first-come first-served? Do guests of that hotel have any extra guarantee of being able to order food from the hotel where they are staying? Or is WDW's position that MAYBE hotel guests will be able to order food? (hopefully my questions make sense.)

Table service restaurants that offer the “to go” option are listed under the resort name in the Order Food tab of the MDE app. It works just like quick service ~ you choose your arrival time, order and press “I’m Here” when you arrive at the restaurant during your pick-up window.
