Did Annual Pass Prices Increase?

I haven't read anything about them increasing, but I bought a non resident power pass for 199.99 in May for a trip I was planning this September and now it says they are 214.99. Are you able to change the name on the pass before you activate it because I may have to cancel my trip and was wondering if I would be able to give or sell them to a friend of mine who is planning a trip. Did the other annual pass options increase as well?
