DCP HELP

I'm not sure if this is where I should post this or not but I just have a few questions about the DCP:
Okay so I applied back in September and I didn't make it past the WBI. The applications came out today, so I applied. But it has only been five months, but I thought Disney would send me a message saying "it's only been five months, you can't apply yet" But instead I got this:
Thank you for your interest in the Disney College Program.
We have reviewed your information. Unfortunately, at this time you are not being considered for this opportunity.
If you are interested in applying in the future, please visit disneycollegeprogram.com. Please note you can only apply once per recruiting season (February to April and September to November).
We wish you the best in the pursuit of your future endeavors

So does that mean Disney automatically denies people who haven't waited six months to apply? And when I applied the first time I made it to the WBI, but I didn't get passed it. This time I only sent in my application and they turned me away. Why would they let me get to the WBI the first time, but not this time. I'm so confused. All the help I could get would be great ! Thanks!

The way the WBI works is that your results are valid for 6 months. So if you pass, you do not need to take the WBI again (that's what happened to me last time. I passed the WBI but was NLIC after the phone interview so for this season I was able to apply without taking the WBI). Unfortunately that also goes for if you fail the WBI :/ - upon application it'll automatically NLIC you.
