COnstruction on Buena Vista DR

I have a question. I was at WDW this weekend and I saw some construction of a new road. It is at the corner of Buena vista DR and the cast entrance for Epcot is Epcot center drive. I also noticed construction in the direction of the road almost to where epcot center dr meets I-4. Can anyone help me out with this.

It's for a NON-Disney resort area. The land isn't owned by Disney.
