Thanks can any concierge guests use the jacuzzi hot tub.

I would assume so.
I believe access to the area is controlled by your keycard, so any concierge guest can use the hot tub in the Concierge area.
So even a children who aren’t toilet trained would be able to use the hot tub when stay with their parents In concierge stateoom.

No. From the Disney cruise website:
Swim Diapers
The United States Public Health Service requires that only children who are toilet trained are permitted to enter swimming pools and spas aboard cruise ships. Children who are not toilet trained are welcome to enjoy our kids’ wet play areas and splash zones, where they must wear swim diapers. Please note: Swim diapers are not permitted in the pools, whirlpool spas, on the AquaDuck or in the AquaLab.
Correct. On the Dream, in the Concierge Lounge there are stairs to the sundeck where the hot tub is.
No. DCL doesn't not allow children in diapers to use any pool or hot tub, only the splash zone on Deck 11 on the Dream.

Other than the covered pod style loungers, it's really nothing THAT special. Just a LOT quieter.
Depending on your cruise, Satellite Falls can also be rather quiet. It's honestly one of the best places on the Dream/Fantasy when it is.

Does the Magic have a Satellite Falls? I'll be sailing on that ship - 1st time on it - in September.
Frankly, I'd rather be on a DCL ship than in a park.
I think the Magic and Wonder have an adults area, but I don't think it's Satellite Falls-quality, more like a quiet area with a small pool and a couple of hot tubs. I'm on the Magic for the first time next fall and was on the Wonder only once, in 2002, so my memory of that area is mostly faded.
And I agree. Although my preference these days, for the price, is leaning towards other cruise lines.
