If I'm becoming a college freshman in fall of 2018, can I still apply for the College Program?

Yes but you can only apply to work in the Disney College Program beginning at your second semester in college. So if you're a freshman in fall of 2018, you csn apply that semester to work in the DCP in Spring of 2019, since that will be your second semester.
