Changes to the Universal Photo Connect Star Card Package (removal of CD + personalised card)

According to Orlando Informer...

...the Star Packages no longer contain the CD with your pictures on, or the card where you can choose the picture on it.

The CD now costs $60 + tax, and the Personalised Card now costs $5 + tax!

I read the article and still am not 100% sure how it works, it seems confusing We've used the PhotoPass at disney but never the Photo Connect card. If we purchase the 14 day card, how long do we have access to the pics? Also, it says unlimited downloads...can we just download them from the site? How does that work?
