Cast Member Dining Discount

I have a 40% off cast member room discount, and was told that I'm also eligible for a cast member discount on the standard table service dining plan.
However, one cast member told me the discount is available on April 15, and another told me June.

Does anyone know when the discount is made available for August 2015?
