Cast member costumes

I occasionally see supposedly real cast member costumes come on sale on ebay. I know that when Tower of Terror closed in California, they did sell some cast member costumes via auction. So how is it that cast member uniforms come up for sale? Do cast members "lose" them and then capitalize on them later? Are cast members penalized or charged for lost uniforms. Is it legal to purchase an authentic cast member uniform?

I can only answer your last question. I doubt that WDW would appreciate it. I know that when DS was a CM at DL, he had to turn in everything-costume and badge-on the last day. Due to a mix up, he had an extra badge that he forgot to return. However, he was very clear that I'm NOT to wear it at WDW or they'll confiscate it. Come to think of it, as long as you don't wear the CM costume at WDW, who's to know?
