Caribbean Beach Resort-not finished?

I've always wondered if the parcel of land between Victory Way and the lake was ever supposed to be an expansion site for the Caribbean Beach Resort. It seems odd that the Trinidad South section is off by itself on the SE corner of the resort and directly across the lake is an area equal in size, ready for developement. Does anyone know if the SW corner was supposed to be for expansion?

I was told way back (94 or so) that plans (as in site and architechurals) existed. The Trinidad South section would be expanded, including a second town center.
How far along the plans to do it proceeded, I have no idea.
