The refurbishment at CBR will be completed but I've never stayed at either. Which would you choose for a family with kids 7 and 4? I was originally set on PO but maybe the CBR refurbishment makes it the better choice? We're going November 2019.

Our favorite is POR, so I would have stayed with that. It has multiple quiet pools plus the main pool. You can also go to FQ's main pool too. The game room is the biggest in WDW, IMO, and the Mill food court is fantastic. We love shopping in their big gift shop too. Just so much to do and see there.
We have stayed at POFQ one time, and it is very nice. We opted for this one as my husband has trouble walking, so it was easier for us to get around; however, our #1 love is POR.
I have never stayed at CBR, but our friends have and loved it. Any of these options would be good, IMO.

We've stayed at CBR and POR. While we were at POR we walked to POFQ for beignets. Those alone might tilt the scale towards POFQ for your choice, but I have to agree that the new gondola system sounds awfully cool. We did love CBR with the sound of steel drums playing and hammocks on the "beach." Just ask for a room "in Jamaica or Aruba near the footbridge" if you don't want a long walk to the food court and main pool (unless that is changing after the construction - I'm not sure).
