Can't load pic

I tried to load a pic along with the text, (Please insert URL) what am I doing wrong? The pic came out on some one elses post in the test section. I used an img url AND an HTML url and got nothing.

Check at the bottom of the thread, there's a box there that indicates whether the codes are on or off for that particular forum. For this forum, you can't post pics, "IMG" code is off:
