Candlelight Processional Dining Package?

We're looking to spend Christmas Day at EPCOT... does anyone know when Candlelight Processional Dining Packages typically go on sale?

They went on sale June 30 last year, according to AllEars.

This article says they went on sale Nov 28, 2016. Seems a little late but it's from the Disney Parks Blog. Can this be right? Or does it mean they were on sale as in discounted that day? There is no way they waited until November to start selling the packages.

Yeah, I saw that one, too. I'm guessing that the blog was updated in November, an update to something posted much earlier in time.

That has to be it after reading some of the commments of the DPB. I thought I was losing my mind!
