it's a new thing, on non-spectro nights. A character flood on Main Street. That's all I know so far about it

I was just there last week and there were Characters everywhere even on the Spectro Magic Nights.

We did see Mickey and Minnie outside in fornt of the Magic Kingdom taking Pictures during the day.
and at Night Mickey came outside after the Park closed to tell every one goodnight.

I must admit that I have not seen this many characters just walking around the parks since I was a child it was great.
