Absolutely - I've done it several times. The trick is to NOT go right at fireworks time, as they'll be filled solid by then. If fireworks are at 9:30pm, go in at 8, enjoy a drink or three and an appetizer (or a meal - you can eat from the full menu at the bar), and then go outside and enjoy the fireworks - all without having to reserve a table 180 days in advance!

Occasionally they'll stop letting people up if the bar gets backed up. In this case they hold for about 20 minutes or so. That 20 minutes is just long enough to jump on the monorail and do the once around. When you get back the crowd will have diminished and you'll be let right up.
