Does anyone know if Disney has any restrictions on the Buy 4 and Get 3 free promotion like they do for discount codes? Can you get this promo no matter where you stay or do they only allocate a certain number of reservations per resort?

there is an allocation. If you try to book online from the special offer screen you will get a message if the resort of your choice is not available for the dates you want and if so, the system will suggest a comparable resort that is available.

Also, availability on the B4G3 promotion is starting to run rather thin at many resorts, especially for the dates that have been offered since the promotion was first offered (through June 28th, I think it was).

The dates that got added back in January (through Aug 15th) may have a little more availability.

But in either case, the booking deadline is approaching in a few weeks (assuming they don't extend the booking deadline *again*...)
