Dh somewhere along the lines has told ds that he can build his own light saber on holiday at disney cos he read somewhere that the did it in Mickey Avenue. But Mickey Avenue is being closed while we are there. Is there such a place and has he got the right location, as I have a 4 year old who can't wait to build a light saber and I don't particularly fancy spending time in a Florida jail for murdering my husband if he is wrong.

Yes, you can. 
I know for sure you can do it at Downtown Disney at the toy store there, but I also believe they have it set up at the store in the Star Tours attraction as well (I just can't remember specifically looking at it there - I'm sure someone else can confirm).
It's a large booth with parts, and you pick your crystal colors, hilt type, etc. It's all plastic toy stuff, but it is very fun to play with.
EDIT : Here is an article at StarWars.com about it - according to this article, DTD is the only place who has it, unless they've added it at Tatooine Traders since

I made my own the first night I was on Resort after checking in. And I took it with me to DS for SWW. Got into a lightsaber duel with about four 8-10y.o. and their parents wishing was doing it near the end of the day to tucker them out. :ROFLOL:
