When is the best time to book Universal for my September trip? I was hoping to wait for some kind of deal, like Disney puts out? Free Dining, Lower room rates, Special packages. Does anyone know if universal does this?

Sorry, wrong month to try. That's the slowest of the hot months here, but it's the beginning of the Halloween festivities (end of Sept) so there's really not many discounts to go on.
You might want to go ahead and take advantage of their online ticket deals now in case they change and aren't as nice as they are now.
As for hotels, if you want to stay at Universal, they don't offer quality deals like Disney as they don't have as many rooms to fill.

I guess I cant expect too much, Disney already gave me Free Dining for my Sept Trip! I didn't think Universal really did anything Thanks
