Booking Rates

Does anyone know when the rates for 2006 will come out?

I am going in June of 06 and was probably going to book early this summer.

Also, I was reading the Terms and Conditions on the Disney site and it said something about the rates not being final until full payment is made, it said this for the flights and the hotel/tickets.

Does anyone know what exactly this means?

Well their policy is that the "seasons" are subject to change at any time. So what might be a value season day today could change to a regular season day tomorrow. So I'm assuming that if you only put a deposit down then if the rate changes you will have to pay the new price, but if you pay in full then they can't go back and charge you the difference later.
