Booking more than one fastpass+

The 30 day window has just opened up so I'm now trying to book my fast passes but it's only letting me book one at a time. I know there are restrictions in some areas, such as Toy Story Land, but I thought in general you could book up to 3 in one day in advance. Am I missing something or can anyone explain? This is my first time booking them in advance. For info, I'm attempting to book Soarin' and Test Track.

Soarin and Test Track are both Tier 1 fastpasses. You can book one or the other for your 3 initial fastpasses.
