Book now (or later) for 2 people (or 3) room only or package (with free park hopper pin!)??

I can't decide what to do when! I am planning a trip to WDW last week in June for 5 nights with my daughter (24 yr old). We are both Disney nuts but have not been since 2010. Her friend might join us for all or part of the trip but won't know her schedule anytime soon due to school. This will be a budget trip so I am looking at an AllStar or Best Western near Downtown Disney (POP standard rooms are not available discounted for my dates). I have a pin code for free park hopper with 5 day ticket package and I really want PH. Is it better to book 2 or 3 people on a package then risk a change fee within the 45 day window? Should I just book the room and lose the free park hopper. OR stay at BW for $507 including resort fee and no extra for 3rd person with tickets from Undercover Tourist? We have never stayed offsite. Will the construction at Downtown Disney affect the BW buses? Help Please

OR should I wait to book until I know who will be going - risking no AllStar discounts left? I know I am already missing the best Fast Pass booking days but I don't know how to handle that dilemma either.
