Yes you can. You have to go down to the Boardwalk Bakery to purchase them and to refill them.

I'd like to know if Boardwalk has mugs you can purchase? Are they refillable (like coffee or soda) at no cost for the length of your stay?
Also, when you take the Magical Express to your resort, I understand they don't deliver your luggage after 10:00 pm or 11:00 pm. When do they start delivery the next day?

They start delivering luggage at 5am the next day.
You can buy the refillable mug at the bakery and can use it for refills at the Bakery, Leaping Horse Libations pool bar, and at the BelleVue Lounge. I've also gotten lemonade refills from ESPN Club at the bar and also at the Spoodles Pizza window when the bakery had long lines in the evening.
I love BoardWalk Resort, but they need to invest and install a quick counter service eatery that has a refillable mug station. Maybe something similar to Beach Club Marketplace.

We used Garden Grocer for the first time during our trip in November and it was great.
We ordered around 1 week before we arrived and had them deliver the groceries to Boardwalk bell services who held on them until we checked in, even putting our chilled items in a refrigerator.
It's a great idea so you have some items available for your arrival, although we wre staying for 3 weeks and only needed to go for a second shop once during this time.
