I believe the answer, however, is no. You'll need to get to a resort (e.g., walk to the Contemporary or take the monorail to a monorail resort from the MK, and walk or take a boat from Disney Springs to Saratoga Springs Resort) and then take a Blizzard Beach bus from the resort.

MK, Epcot, HS & Disney Springs don't connect to Blizzard Beach, and the vast majority or Resorts no longer connect directly either. Only the All Stars & Coronado Springs do so now.
Everybody else must connect through Animal Kingdom.
