I don't think you can go Barefoot, do you mean can you wear the sandals without socks... I'm pretty sure the answer is yes, I know I saw people at Islands of Adventures like this.  Again I think the wheather will be fine for sandals, it doesn't really get cold like snow wheather in FL so you should be fine.  Maybe at night you should wear socks just to keep your feet a little warm... when the sun goes down it does get a little cooler.  I honestly see no reason that you could not wear sandals with feet exposure, and even if their is a "rule" somewhere I highly doubt Disney would say anything to you, but again, if you go Barefoot in the parks I'm sure you will have some trouble (although I don't think that is what you mean).
