I don't count the ground lighting a major fix because its just placing what was there. Agreed fixing the ground lighting should not be a major fix. To me it’s unacceptable that they are broken and needed to be screwed down to avoid a tripping hazard.
cheap, not the right fixtures in the first place (not proper rating to withstand elements), poor design of fixture housing within concrete (minimal or nonexistent drainage to prevent molding), poor lighting cover 'locks' which caused covers to pop up and become tripping hazards, massive struggles with overall lighting control systems, etc.
