Those roads also have signs stating authorized vehicles only but no one follows that, people really shouldn’t be driving though the service areas but I dint think it’s been a big enough issue to ever really enforce
The roads from DU, past Westclock and through much of the resort (Floridian and then World Drive), is literally how many locals who live nearby travel south (and then elsewhere). As it sort of parallels 429, without as much traffic.
There are residential homes a few miles away I believe. The CMs driving need to get to their destination going through these areas. . A tourist there in their rental would just be plain lost.
Using Floridian/World Drive for mundane tasks (like shopping trips) gets boring after a while. I will note there's a rather specific work case though! When I was a concierge I did often recommend the Wal-Mart in Hamlin to guests with cars, and that was the road it often took them down to get there.

Floridian Way yes, that’s a “guest road”, not so much center drive through the service areas
