How do I add attachments to my post? Is that feature only avaible after a specific amount of posts?

Oh cuz in my right hand corner it says

"You may not post attachments"

i dont usually remember things well but i thought that it was restricted to Premium members to help cut down on costs? Cuz mine says i may NOT post attachments too
