Any Truth to August/September Disney Dining Discounts?

Perhaps just a rumor but we were talking to a Crew Cup waiter at the Yacht Club on our most recent trip and he had mentioned that August is a big month for Disney because a lot of European travelers visit for vacation. And vacation for quite some time.

That was why he was telling us Disney has a deal with them where if they stay for over 7 nights on property, that the dining for their trip is free?

And in September, any American traveler staying over 7 nights gets a similar discount.

Just curious if anyone heard of it. Thanks!

There is some truth to the american part, except it is for packages including tickets and room for 3 nights or longer. (may max at 10 night?)
