Anniversary Dinner at Narcoose's

So in May I'm planning on taking my parents to Disney for their 35th anniversary. Aside from all the money Im already spending lol, I want to take them out for a very nice dinner. My mom especially would enjoy it because my parents had to tighten up their budget and don't get to go out to eat at nice places hardly ever. I want it to be really nice so I want to take them to Narcoose's. My parents will love the seafood and the views of the lagoon. After rambling on, my question is what time should I book the reservation for if I want to be able to see the electrical water pageant as well as wishes while there? Like I said I'm going in May. I still have a long way to go before booking our dining reservations but I'm excited and have been planning since I booked the trip. Also, would jeans and a polo shirt be ok or would like dockers be better? One final question that has nothing to do with Narcooses, can you do the be our guest fastpass for lunch even without the dining plan. Im asking because this past May we did it and were on the dining plan but this next trip we aren't getting a dining plan. I'm still thinking of doing it but we don't eat all the desserts with all the quick service meals and we never use up our snacks and they go to waste. I'm looking into tables in wonderland as well as we will be going back in May 2016 and I'm not sure if Im correct but I think it would cover that trip as well. I also realize TIW doesn't cant be used at every restaurant, and we are DVC members so we can still get it even though we live in NJ.

I would say 8:30 if Wishes is at 10pm.

And yes, you can fastpass BOG without the dining plan, just need to be an on site resort guest.

I've eaten there a few times during January trips in jeans and a golf shirt, that should be just fine.
