Anna and Elsa Return Time Cards

(Please don't send hate if this has already been posted somewhere else. If it was I couldn't find it.) Are the half hour return time cards still being handed out after the queue line is full? Is the test over or is this official now? And if it is still ongoing, what is the best time to pickup the cards? I don't want to get there exactly at rope drop to get in the standby line. I just want to get the card and come back for the half hour wait later. I also know I won't be able to get FP+ because I'm not staying on property.
