I'm not against removing the Rivers of America entirely, but I really want them to keep the waterfront at least for the aesthetics.
Cars fits better at DHS, and with some slight changes to existing ride layout from DCA, it can fit into the Animation Courtyard space.
In my opinion, Tomorrowland & Main Street expansion are far more critical than any sort of capacity improvement a Cars themed area would do.
