We'll be checking in on October 19th, so our 180 day mark is on April 22nd.
Can I make reservations for the entire week that day, even though we haven't booked our trip yet??
(waiting for the Fall AP discounts to be released)

Basically, I want to make sure I can book Be Our Guest for dinner on our last night.

If you have a Disney resort reservation, you can make up to 10 days worth of dining reservations at your 180 day mark.

Do you think I could book a room only reservation at an All Star, for example, then make our dining reservations, then when the Fall AP discounts are released change to a moderate resort and apply the room discount?

Yes, but that room only reservation will need to cover your entire stay to be able to book dining (you can't just book a one nights stay) and there is no guarantee that a promotional rate at a moderate will come out, cover your dates or be available at the resort you want to stay at.

-Ok, so if I booked one room at AS-Music 10/19 - 10/26 (Assuming AS Music is included in the AP Fall discounts. Based on past deals, AS Music and AS Sports are always included, but not AS Movies) (Not saying they will, but last year the fall deals fell during this time)
-Then make our dining reservations for the week.
-Once the AP Fall discounts come out, could I apply the discount, add 2 additional rooms, and add Dining Plan to the reservation for everyone?

Again, all this is assuming that Disney keeps the Fall discount dates the same as last year.

Yes, but with this catch. To get the AP dining plan the room must be booked using an AP discount or what is called the "AP annual rate". The AP annual rate is full price, but they know you have an AP. You can not book a room with a general public discount and get the AP dining plan.
