I wouldn't actually do it, but it just occurred to me that it might be possible. Because of our upcoming trip, I wanted to review the Travel and Flight Insurance I have through American Express - it kicks in automatically when I purchase airline tickets (or I guess train tickets, etc.). While doing so, I was able to upgrade the Baggage Protection so that if my baggage is delayed three hours or more, I can spend a certain amount of money replacing items I need immediately (with the original coverage it was if it's delayed six hours or more and I could spend up to $200 - I forget the amount I can spend with the Premium coverage I upgraded to). I think you can see where I'm going with this. If the ME was to deliver my bags three hours after our flight arrived (maybe it would need to be three hours after the bus arrived?) I *might* be able to successfully file a claim. It would be difficult to file, I suppose, because say it was delayed over six hours - is it the airline's fault, or Disney's fault? I'm sure it would be complicated. I know Disney warns you your bags might arrive up to three hours later, but I'll bet there's a grey area where it's still in the hands of the airline and waiting for Disney to pick it up. Actually, I have no idea how Disney and the airlines handle this.
Of course, the ME won't do that - will they? Probably not. And even if they did, as long as it arrived the same day, I probably wouldn't file a claim. I really have the baggage protection in case any bags are lost or stolen. We did once have our bags delayed for a pretty long time and we actually filed a claim - they were delivered to us (which was nice) at about 11pm. But my wife spent the $200 on cosmetics. Hey, she did need some of it, and she pretty easily racked up the $200.
Anyway, I thought those of us who like to obsess over whether people using old refillable mugs are scamming the system might be interested in this possible scam. I just think it's interesting to think about - I hope my bags arrive fast! It's actually not possible to enroll in the Automatic Flight Insurance or Baggage Protection anymore, but since I was in before they ended it, I'm still elligible. Just like with the lifetime refillable mugs!
