The locals pass is only good weekdays and on weekends after 2, they’re purely filler to keep the parks busy when fewer tourists are actually in the parks. The restaurants and bars likely don’t make profit without them.

Disney knows they’re “less” profitable than non locals but they still result in profits.
There is no such thing as a locals pass. Locals can purchase every tier of pass

Fear of flying aside, the prices are also insane these days. It’s just not doable on top of crazy ticket prices, food prices, etc for a lot of families. This AP option seems to be an attempt to bolster demand, as I’m guessing they have seen a softening. The Florida resident passes for all of the competing parks are much cheaper. Disney can charge a premium to an extent because the product is premium, but sadly that advantage is dwindling by the day with the continued watering down of the theming and quality of the parks and resorts.

There are 3 tiers of "FL Resident" APs:
  • Pixie Dust pass is mostly weekdays with some blockout dates around spring break, Easter, 4th of July, Thanksgiving and year-end
  • Pirate pass includes weekdays plus many weekends, but with blockout dates around spring break, Easter, 4th of July, Thanksgiving and year-end
  • Sorcerer pass includes most dates except a blockout around Thanksgiving and year-en
The Incredi-pass is available to anyone, including FL Residents, and good for entry any dates the park is open (with a caveat that theme park reservations are required for all APs).

Let’s remember that Florida is large, and many FL pass holders live 3-4 hours away.

The “less profitable” idea may or may not apply to some in the immediate Orlando area. If they are showing up at night regularly to drink at a bar, and not bothering with Ratatouille, that’s profitable.

When we drive up from Fort Lauderdale, we are still staying on property (almost always) and dining, etc.

When we went from 3-4 day passes to AP’s, our total spend never went down. We just had more to spend on extras.

When we started getting significant points from our Chase Disney Visa, our total spend went up, because we’ll eat at Toppolino’s, Jiko, or Cali Grill and rarely bother with QS. We are as or more profitable than the average tourist from another state, and we’ll go more frequently than most. (I said most, you know who you are. 😉)

What did go down was us clogging up queues. We’ve done everything. If something is a walk-on or 10 minute wait, we’ll do it.
You're doing the AP thing all wrong! You're supposed to bring your own food and drink into the parks, not spend any money on merchandise, take up premium viewing spots for shows and parades hours ahead of time, and clog up other lines whenever possible. You can't possibly be contributing like you say you do, we have it on good authority around here that you aren't, nor are any Passholders. ;)

Which, I would like to point out for everyone, is an upgrade. As someone who has been buying some version of this pass for around 15(?) years, the old “Weekday Select” version had us blocked out all summer until the very end of August.

I feel like we were in this category at DL also before letting our APs expire, I live 4 hours away so our trips included hotels and were primarily dining in the parks, drinking in the parks, shopping in the parks, etc, and since we’d done the parks hundreds of times we didn’t do many rides, we just enjoyed being there.

Instead of the “less profitable” AP who stops in for a couple rides after work and then grabs In n Out on the way home we were more like “cash cow” APs, we spent a ton of money on the ancillary stuff and didn’t clog up the queues. Sadly we can’t justify the insane AP prices anymore so those days are gone, now we’re trying to visit all the National Parks, one door closes, another opens.
