I think this is a combination of some outdated notices and upcoming small-ish updates.
The "We’re preparing for the proposed expansion of Disney’s Polynesian Village Resort and Disney’s Polynesian Villas & Bungalows. Construction is underway." seems to be a left over from the Island Tower.
The rest of it is likely the roadway changes at the entrance and current work on the splash pad and concrete replacement around the marina area.

I believe it is the new resort entrance the GCH and reconfiguration of the parking lot as a result of the work on Floridian Way.

Resort construction dilemma
So - I’m a bit annoyed right now. We’ve been staying at the Yacht Club the last few trips. We just love it there - have always gotten great views, love the pool, and love the walk to Epcot. For next year’s trip, Yacht Club is going to be under refurb and Stormalong Bay will be closed through...

Word is they are converting every bungalow into a duplex to double DVC profits.
Heard back from Media Relations - they're going to update the message.
It looks like a lot of the wording was left over from the heavy construction phase of the Island Tower.
As @monothingie said, there's ongoing work at the GCH and around the resort. But not the kind of stuff we've seen with the Tower.
