One big thing The Seas has going for it is that its IP based
Is it my imagination or are there fewer and fewer fish in the tanks every time I go there?

It might have something to do with light and noise. I know when I worked at coral reef we had sensors to make sure our lights were off overnight for the fish to “sleep”. Maybe with the refurb work going on they can’t work overnight and need more time?

That could be - plus availability of the Epcot Science team members should their time be needed, too.
Very curious to know what's behind this.
I don't think that is on the cards.

I believe this is more of a cost-cutting measure during slow season, rather than any indication of an impending change. Even during moderate periods of visitation, The Seas has relatively low foot traffic towards the end of the day compared to the rest of the park, even attractions in the area formerly known as Future World.
