Probably normal maintenance. Because it's a boat ride, they need to drain it, clean the track, get the coins, etc.

While I agree with you the problem is that the pavilion has trouble handling the lines the ride gets now so if you retheme it to anything remotely interesting some serious capacity issues arise.

plus the tequila bar in there doesn't help with the hordes of people, how all that meets fire code I would love to know, its way too many.

I also wonder if now any new Coco attraction is more likely to be a future expansion at Tropical Americas than at Mexico Pavilion or at MK as was rumored.

It absolutely can be done but unfortunately the world showcase wasn’t built with a great deal of foresight. There is a LOT of BOH buildings and employee roadways behind the pavilions so any kind of expansion to Mexico would require a great deal of extra work which means a higher cost so WDW and TWDC as a whole would need to be in much stronger financial shape than it is now for any kind of project to Mexico to be green lit.

Disney already IPeed on Mexico.
They want to IPee on other places that are not IPeed on yet.

Maybe that's what the expansion pads were for?
I'm sure I and many others around here would argue that EPCOT Center was built with a great deal of foresight. But even the people who designed EPCOT Center couldn't have foreseen what the company has become in the past 2 decades, let alone the decisions made a scant dozen years into its existence.
