Yes. They were gone for several years, but have come back.
I was reassured when talking to a CM, if you book one, then you can later make changes- within the package rules. Like they are subject to the 45 day cancelation rule, but if you make a reservation, then you have some ability to change dates later- though the sooner you all about any changes the better, because availability can be limited.
The discount- at least the offer listed above- was a % off the room. Other bouncebacks can be free dining. That said, if you book the deal, and add tickets, you get current pricing on the tickets. They will still be subject to the current date-based pricing, but if you book it before WDW raises ticket prices, and don't change your tickets, then you might also get a small discount on your ticket prices.
Also, your stay has to start within the listed dates, but it can continue beyond the listed dates, though VERY sneaky on WDW's part- the above deal mostly excludes weekends. So you get the discount Mon-Wed but not Fri, Sat, Sun, and sometimes not even Thursday. If your stay extends into the weekend, you pay rack those nights.
