We have park hoppers and a MK reservation. Planned to hop over to epcot for dinner and go ride GoG. Is this going to be possible? Is there typically ILL availability after park hopping hours set in?

If you buy GotG first thing at 7 am, you can pretty much choose your time. So choose whatever hour window you want and use Genie+ at MK.

Yes. You just can't get a boarding group until you are in the park.

Yes, you are able to purchase it at 7am and choose a time as long as you have a park hopper ticket and the time you pick is within park hopper hours (after 2).

We are going to Epcot for a full day next month. From what I've gathered, you can buy an Individual LL starting at 7 AM and then try for Virtual Queues at 7 AM and 1 PM. Is that right?

Yes. Of course, you'll want to try for the VQ first at 7am. Then, if you don't get a VQ, decide whether you want to purchase ILL before the 1pm VQ.
