Is this just for Black History Month in February or is it open-ended?

Well, the timing to begin in Black History Month is obvious. But if it takes off, it could remain around longer. We’ll just have to see.
The DPB has the American Adventure continuing past February. It says the Disney Springs stuff "debuts in February", but doesn't indicate if it's just for February. And what the resorts are doing (Movies Under the Stars -- highlighting Black culture in Disney movies) is just for February.
