There is no universe where Toy Story Mania should be considered an E Ticket. It's not even the most impressive ride in Toy Story Land much less Hollywood Studios or theme parks in general. It's D at best. I haven't ridden Web Slingers but it honestly looks slightly better. It looks less like riding around a warehouse with screens set up and it's cool you can use your hands without having to touch a controller. That said it doesn't look all that great either. It's also a C, D if we're absolutely pushing it.
I'm not even being disrespectful to either ride both are fun (web slingers seems fun at least unfortunately it's compared to one of the greatest rides ever which stars the same superhero) and have their place but saying TSM is an E ticket is saying it is comparable to Tower of Terror and Rise of the Resistance which is simply not true in my opinion. But of course you're entitled to your opinion as well I just think most people will strongly disagree.

It had the highest guest survey ratings of any ride at Walt Disney World from 2008 to 2017 and still remains high, so I’m inclined to think that most people would actually agree with me. It is an incredibly well-executed ride from start to end that nails its pacing and emotional beats in a way that Hallways of the Resistance often struggles to.

What emotional beats are in Toy Story Mania besides when they count your score at the end? I think the ride that is just a bunch of screens in a warehouse is much more of a "Hallway" ride than Rise is lol.
But if the guests like it the most they like it the most. Would never be an E Ticket in my opinion though.

Of course it did. It was one of the few rides most in the family could ride…and it was the NEWEST attraction.

So people were wrong about making this area for cast members? Still, I feel like everything at DHS is temporary until star wars land is completed and more demolition starts.
they don't appear to be adding anything in the next 5 years....so I think we can say that Star Wars Land is complete.... for the foreseeable future......
