You make a good point. Perhaps it would have taken some of the attention away had it opened up with F&W. I bet half the guests would have just assumed it was another temporary stand. And there's no real lack of drink and food availability during F&W.This was really close to done minus sidewalks back to our Hurricane Irma trip in September. Bet the plan all along was to wait for Food and Wine to end. Mexico is a drunken Pavillon to start with. Gives Disney a year to sort that all out now.

I was apparently blissfully unaware of the breadth of third party ownership across the resort. When it came to the parks, I thought it was limited to the Landry's properties in Animal Kingdom. How naive of me. Do you know if there's a full list published anywhere? My Google searches are coming up mostly empty.Any cast member working at a Disney operated food and wine booth are in a non tipped role and cannot accept tips. I'm not sure how it works for operating participant locations (Japan, Mexico, Italy etc) as they are employed by a third party and may have different rules.

Italy dining is also third party.In parks it's mostly at Epcot and AK. (Other than the Joffrey's kiosks) AK is Rainforest & Yak&Yeti, both by Landry's. Epcot Morocco is pretty much entirely run by 3rd party, both shopping and dining http://www.moroccopavilion.com/. Mexico all the dining is the Palmas Group (also runs Coronado Springs) http://www.palmasjobs.com. Japan shopping is Mitsukoshi http://mitsukoshi.mistore.jp/onlinestore/index.html. China shopping is 3rd party. I thought one or the other was also 3rd party dining, but I can't confirm. France dining is pretty much owned/run by Jerome Bocuse (son of Paul Bocuse, namesake of Monsieur Paul)
